Small pets up to 5 kg may be transported with full payment of the travel document (only in a carrier with a waterproof absorbent bottom, provided the passenger is responsible for compliance with safety measures, sanitary standards, and the laws of the countries through which they are being transported). Minors (under 18 years of age) may travel abroad, including to the Russian Federation, only with a passport. Effective January 20, 2026, when crossing the Russian border into Belarus, Abkhazia, Kazakhstan, Kyrgyzstan, and South Ossetia (and from these countries into the Russian Federation), children under 14 years of age who are Russian citizens must have a passport issued in their name.
